Noisy WaterS Code of conduct​

​The Noisy Waters Mural Festival and the producers (Paper Whale) are committed to creating an enjoyable and safe experience for everyone attending our event on the Waterfront festival grounds.  This festival exists to celebrate a diversity of voices through public art, and connect people to one another. Noisy Waters celebrates the beauty of art as a shared language, not a platform for division, exclusionary language, or content meant to alienate any group. If your motive is to bring people together, you're in the right place.

Acceptable items to bring with you

• One bag per person

• Blankets (maximum size 6’ x 8’)

• Plastic water bottle (no glass)

• Reasonably-sized strollers

• Umbrellas permitted in the event of rain; however, they must not obstruct the view of other festivalgoers

• Low-seat chairs, under 24” tall. Note: we'll need to keep the area in front of main stage free of chairs.

• Sunscreen

 

General Policies

All artists, set times, and stages are subject to change without notice.

This is an outdoor, rain-or-shine event. If the event and its staff deem weather severe enough to impair the safety of guests, programming will be interrupted and announcements made regarding safety procedures.

 

Washington State has lifted proof of vaccine requirement for large gatherings and outdoor mask requirement in most places. We will follow all local regulations and recommend people follow the CDC guidance for events. Do not attend if you are sick and use the handwashing stations around the venue throughout the weekend.

 

Police, security, medics, fire, and production staff will be on site during festival hours. In the event of an emergency, please follow their instructions accordingly. Information tents and medic tents will also be on site and available for help and lost items when needed.

Guests can be asked for proper ID at any time by servers, staff or security in order to possess or be served alcohol. If the guest cannot present ID proving they are 21 or older, they will not be served alcohol and/or subject to being removed from the premises.  Guests who demonstrate inappropriate or disruptive behavior, including but not limited to the following, are subject to being removed from the premises:
 

• Excessive consumption of alcohol

• Vaping and smoking tabacco & cannabis

• Obscene, offensive, or abusive language or actions

• Fighting, taunting, or threatening remarks or gestures

• Dangerous, abusive, profane, or illegal behavior

• Unruly or inconsiderate behavior

• Indecent exposure or undressing

• Wearing obscene, offensive, or indecent clothing

• Interfering with security procedures

• Interfering with live painting or performances

• Flying a drone or other unmanned aerial systems

• Selling tickets or other merchandise on venue property

• Handing out goods or literature not pre-approved by Paper Whale officials

• Any attempt to bring prohibited items into the venue

• Any other conduct that is beyond the bounds of reasonable behavior for attendees attending a festival

Pat Down Policy

In order to provide a safe environment, you and your belongings may be searched upon entry into the venue. By entering the venue, you consent to such searches. If you elect not to consent to searches, you will be denied entry into the venue. The premises may be monitored by video camera, please be aware that your movements may be recorded. There will be male-identified and female-identified searchers working events. Guests are encouraged to select the line-up and searchers with whom they feel most comfortable. If you have any questions, please speak to Paper Whale security staff members for assistance.

No Smoking Policy

In accordance with the Washington State Law, all Paper Whale festival venues are non-smoking facilities. As such, guests are not permitted to smoke inside on festival grounds or within the event perimeter unless otherwise stated. This includes e-cigarettes, cannabis, and vaporizers.

CanNabis Policy

Guests are not permitted to bring substances that cause intoxication or impairment into the Paper Whale festival venue, including alcohol and cannabis. Exceptions will be made for medical cannabis (with appropriate documentation) or other prescription medications. Individuals who have recreational cannabis on their person are encouraged to secure it in their vehicle. Smoking cannabis is prohibited.

Paper Whale Prohibited Items 

Guests should be aware that any number of items can be subject to security protocol including search and potential confiscation if warranted.​

• No bota bags

• No hula hoops

• No balloons, balls, or inflatables

• No frisbees

• No drones

• No laser pointers

• No selfie-sticks, flagpoles, or banner poles of any kind

• No alcoholic beverages of any kind

• No e-cigarettes or vaporizers

• No narcotics or other illegal drugs including paraphernalia

• No cannabis, with the exception of medical cannabis (legal documentation required)

• No weapons of any kind and or anything that could be used as a weapon or as a projectile

• No gang-affiliated clothing

• No chains or studded bracelets

• No glass bottles of any kind

• No large coolers or ice chests

• No fireworks, flares, or other pyrotechnics

• No animals other than service / support animals

• No promotional or commercial materials not pre-approved by Paper Whale management

• No spray cans (unless approved by Paper Whale), corrosive, flammable substances, dyes, or receptacles containing substances which are harmful to health or are highly flammable

• No mechanically-operated instruments which produce an excessive volume of noise such as megaphones or air or gas-powered horns

• No professional photography equipment or cameras with detachable lenses (point-and-shoots without additional lenses are fine)

• No sound and video recording equipment

• No computers or other devices used for the purposes of transmitting or disseminating sound, pictures, descriptions, or results of the events via the internet or other forms of media (No iPads, tablets, or selfie sticks)

• No harassment of any kind

• No pop-up tents
