The artists you see painting at Noisy Waters aren’t just competing—they’re shaping Bellingham’s visual landscape. Each year, the top three muralists earn commissions to return and paint large-scale public murals across the city.
NOISY WATERS MURAL FESTIVAL is a production of Paper Whale, a 501c3 non-profit organization based in Bellingham, WA. We are a placemaking agency that partners with creatives, businesses, and civic leaders to create welcoming, people-centered places.
