The artists you see painting at Noisy Waters aren’t just competing—they’re shaping Bellingham’s visual landscape. Each year, the top three muralists earn commissions to return and paint large-scale public murals across the city.

Paper Whale is a 501c3 non-profit organization based in Bellingham, WA. Our mission is to cultivate community with an evolving program of multi-sensory events to inspire and creatively activate placemaking.
